Dallas County. "Vacant" on the appraisal roll means nothing is built on the land — not that anything could be. This is what survives once the land that cannot take a house comes out.

The floodplain filter alone removes 73,011 acres while dropping only 9,126 parcels — a handful of enormous riverside tracts carry most of the acreage. Within the city of Dallas, 76% of the vacant land the city itself owns sits in the floodplain.

19,356 parcels carry zoning that cannot be read from the appraisal roll, almost all Planned Development, which says nothing without its ordinance. They are marked, not guessed at.
