Surface lots cover 22% of the parcel land inside the loop, carrying $600 million of appraised land value. The City of Dallas owns 12 of the lots, 26 acres and roughly 2,900 spaces, most of them around Reunion and the convention center. As city property they pay no property tax.

The 2011 Downtown 360 Plan counted about 17,000 surface spaces on 125 acres, so the total has barely moved in fifteen years.
