Property titled to a public facility corporation (PFC) or a housing finance corporation (HFC): public bodies that partner with private developers on apartments, in exchange for setting aside some units as affordable. Public title usually brings an exemption from property tax.

Dallas's own corporations hold title to about 7,600 units, most of them exempt. The largest single group, though, is HFCs from towns far from Dallas: Pecos, La Villa in the Rio Grande Valley, Cameron County and Pleasanton together hold 195 accounts and nearly 17,800 units here, and DCAD lists all but 7 as taxable for 2026.
