Every project costing $50,000 or more must register with the state for accessibility review, usually months before a permit is pulled — so this is the earliest public record that a data center is being built. Circles are sized by total estimated cost and positioned at the CITY centroid, not the site: TABS search records carry no street address. Costs are filing estimates; implausible values (see cost_flagged) are excluded from totals. Projects filed under code names rather than 'data center' are not captured, so this is a floor.
